Regarding Proj. 2

I am confused about this error, hte program is trying to create 4th process, but it gives error Y?

FROM PROCESS B -- CREATE FOO 21

TO PROCESS B -- FOO 21 not created, exception thrown, message is

is the case that we cannot create more than 3 process with the same ID or what ?
